Julie grew up in Southern California and received her B.S. degree in Business Administration from San Diego State University in 1984. She worked in the corporate sector until 1991, when she made the decision to attend law school. Julie graduated Cum Laude from Western State University School of Law (now Thomas Jefferson) in 1994. While at Western State, Julie was selected for the National Dean’s List award and was elected Treasurer of the Student Bar Association.
Upon completion of law school, Julie clerked for the Attorney General’s office in their Criminal Writs and Appeals section. Julie was later selected as a Judicial Extern for the Fourth District Court of Appeal in San Diego, where she assisted in the research and preparation of appellate decisions.
Julie joined the firm in 2003 after finishing first in a highly competitive selection process that included researching several issues relating to the Public Safety Officers Procedural Bill of Rights. As an associate attorney, Julie has represented law enforcement officers at every stage of administrative investigations and discipline. The scope of Julie’s representation includes contested evidentiary appeal hearings, petitions for writs of mandate, and appeals in the Court of Appeal. Julie has been the attorney of record and presented oral argument in a number of significant cases before the Superior Court and she has authored numerous legal briefs filed in support of officers and deputies with matters in the Court of Appeal and orally argued before the justices of the Court of Appeal. Although she primarily deals with hands on representation in peace officer rights issues, she is also involved in portions of the firm’s practice in public sector labor law.
Julie is a certified instructor for POST on topics relating to peace officer rights and is an active presenter at PORAC training seminars.
Julie is admitted to practice in the United States District Court (for the Southern and Central Districts of California), the United States Court of Appeal for the 9th Circuit, the United States Court of Claims and the United States Supreme Court.
