Fred was born in Madrid, Spain, moved to the United States at the age of 4, and grew up in Los Angeles County. He has 17 years of experience as a police officer, obtained while working for the Los Angeles, Rialto, and San Jacinto Police Departments.

During his tenure as a police officer, Fred worked assignments such as Patrol, Undercover Narcotics, D.A.R.E., Investigations, Patrol Watch Commander, Community Affairs, Background Investigations, Detective Supervisor, and Administrative Sergeant. He also has experience in Internal Affairs investigations and employee representation.

He possesses an Associate of Science in the Administration of Justice from Mt. San Antonio Jr. College and a Bachelor of Science in Business Management from Azusa Pacific University.
