Brad was born in Los Angeles and grew up in San Diego. He graduated Magna Cum Laude and Phi Beta Kappa in 1991 from the University of California-San Diego with a B.A. in Quantitative Economics & Decision Sciences. Brad went on to attend the University of San Diego where he received his Juris Doctorate in 1994, graduating Cum Laude. While at USD, he was a member of the San Diego Law Review and President of the Student Bar Association.

Brad joined the firm in 1996. In addition to police officer rights issues, Brad also specializes in public sector labor law.
